Judge Peter Estrada and Judge Angela Cowden discussed interpretation of the U.S. Constitution during South Florida Community College’s Constitution Day celebration on Sept. 16. “Judges consider how best to interpret the law and how the constitution applies to each individual case that comes before us,” Cowden said. Constitution and Citizenship Day was started by U.S. Sen. Robert C. Byrd in 2005, when he inserted a provision into a spending bill that required all educational institutions that received federal funds to commemorate the signing of the U.S. Constitution on Sept. 17 or a day during the week of Sept. 17.
